J.R. Bloom is a registered Texas lobbyist and political strategist based in Austin. Before founding Stenger Strategies, he spent over fifteen years in political campaigns, electoral politics, and government affairs with a major national corporation. That work spanned state and local governments, federal matters, ballot initiatives, and multiple jurisdictions—including building and managing a major Texas government relations operation with a Capitol intelligence network that extends well beyond any single issue or industry.

He now works with a focused roster of clients on legislative strategy, political campaigns, coalition building, regulatory and agency matters, and strategic communications—in Texas and nationally.

A distinctive part of the practice is helping clients build, manage, and audit their government affairs programs and lobby teams. That work draws directly on his experience evaluating, hiring, and overseeing large-scale government affairs operations from the client side—a perspective most outside lobbyists don’t have.
